Bug 1496383 - Fix state error cases of MediaRecorder to match the W3C spec r=jya Fix a bug that the current MediaRecorder's state error cases does not match the W3C spec. pause() and resume() should throw an INVAILD_STATE_ERR only when it is inactive state, making them independant. Simply changing if statements is enough because the underlying encoder object (TrackEncoder) will ignore Suspend/Resume calls when it is already suspended/recording so there won't be side-effects by multiple pause()/resume() calls. Bug 1491117 - Do not add crypto info to unencrypted samples from encrypted WebM tracks. r=jya WebMs with encrypted tracks may have unencrypted samples in these tracks. Previously we would populate some of the crypto metadata on these samples. This data was correct, but it was potentially misleading to include crypto metadata on clear samples. This changeset alters the behaviour so that we do not populate any such data for unencrypted packets. This should not alter existing behaviour, notably the Widevine CDM version 9 should continue to work. However, this change makes our samples easier to feed to version 10 of the CDM. Without this change, we would need to do extra conversion steps to appease the new CDM. Differential Revision: https://phabricator.services.mozilla.com/D6183

Bug 1433158 - Remove vp9_svc.patch; r=jya Summary: This patch is already applied to the webrtc.org code and doing a libvpx update does not remove it, so having this present leads to merge conflicts during the update as it attempts to patch already patched code.
