Bug 1405445. Preallocate the display list buffer to a reasonable size. r=kats This exposes the capacity of the underlying vec and sets it to the capacity of the previous display list (mLastDisplayListSize). Doing so helps us avoid reallocing up to the desired size every frame.

Bug 1405105 - remove Rust init hack now that we require 1.19; r=ccorcoran We added this to avoid race conditions, but a fix which removes the need for it has been landed in Rust 1.19+, which we now require.

Bug 1399740 - [Pointer Event] Handle the case that invokes setPointerCapture while the page has a locked element. r=smaug. Spec says we should throw an exception when setting pointer capture while the page has a locked element. Bug 1399886 - remove unnecessary invertable classes;r=gl Using fill instead of filter we don't need to define each icon as invertable or not. Bug 1399886 - use fill to highlight devtools toolbar icons;r=gl Instead of duplicating SVGs to apply a different fill color, we can use fill from css + fill="context-fill" to achieve the same effect.
