Bug 1549329 - Introduce localizable strings for unified Japanese encoding menu item and unified Cyrillic encoding menu item. r=emk Add menu item strings for "Japanese" and "Cyrillic" without anything in parentheses afterwards. These strings are deliberately not taken into use yet but are landed in advance of the related functional changes in order to allow more options for possible uplifts in the future.
