Bug 1453519 - Avoid process reselection inside RDM. r=ochameau, a=RyanVM Use `E10SUtils` to check for cases where browser code would try to force a browser to reselect a new process (such as when it is a preloaded browser) so that we can avoid any process changes once RDM is open. Bug 1453519 - Extract process selection logic from _loadURI. r=mconley, a=RyanVM Extract logic around whether a browser needs to change processes, get a new frameloader because of preloading, etc. from `_loadURI` in `browser.js` to `E10SUtils.jsm` where it can be shared with other code paths. The side effect paths (trying to handle in chrome, removing preloaded state) are left behind in `browser.js` so that the `E10SUtils` version can be a pure function. MozReview-Commit-ID: 6LYB3e3U5o8

Bug 1459646 - Always flip the resizer with CSS transform. r=dao, a=RyanVM Having the native theme widget to flip its own direction turned out to be something not needed anymore, and it interfere with the CSS rule we set to flip non-native SVG background. bug 1457034 - re-add partner github code. r=nthomas We originally had this logic here, and called it from the `partner_repack` transform. This kept the config more hidden, but had the downsides of a) being difficult to test, and b) hitting the network during transforms, which we're trying to avoid. We moved this code to release-runner3, and passed in the `release_partner_config` as input, and saved it as a parameter. Parameterizing the partner config means that we can refer to it easily throughout taskgraph generation and in local testing, and we don't have to hit the network during transforms. The downsides include potentially having to generate this config in multiple places (rr3, ship-it-v2, the partner hook), and risking hitting the 20k gpg cleartext character limit in the `ACTION_INPUT` environment variable. Now I'm moving this code back into util.partners, but I'm calling it from the action, not from the transform. The action populates the `release_partner_config` parameter, so we can still access the config from anywhere in the taskgraph generation code, more easily test, and avoid hitting the network during transforms. It also means that release-runner3, ship-it-v2, and the partner hook can all use the partner config generation code from a single location, rather than having to duplicate it.
