Bug 1109339. Fixup some ANGLE format stuff. r=jgilbert This fixes the classic BGRA/RGBA mismatch with D3D11 by making Renderer11.cpp do the same thing as Renderer9.cpp from bug 1096634 It also fixes an assertion failure that happens when building the stencil map caused by Bug 1088345.

Bug 1108294 - Use mozbuild.makeutil for dependency file writing; r=froydnj AccEventGen.py was using an old, one-off Python module for writing make dependency files. We have a more appropriate API now. So we use it. While we were here, we modified file writing to use FileAvoidWrite to avoid always writing the output files and bumping mtimes.
