Bug 1438394 - Do SysV IPC check before bailing out early. r=jld
The SandboxLaunchPrepare currently bails out early if it detects a
lack of user namespaces. Hoist the check for drivers needing SysV
IPC up so it's done before that early exit, and the required env
variables get correctly set.
With this we no longer fail with a SIGSYS sandbox error, though
in a debug build we still crash because many assumptions in the
graphics stack get broken when that fails to initialize the driver
for WebGL.

Bug 1444167 Add a MinGW Header Capitalization lint job r?ahal
MinGW headers are all lowercase, and because we build FF with MinGW
on Linux - capitalization matters. But if you're plugging along,
working on Windows, you might forget about that, and wind up
inadvertently breaking the MinGW build because you capitalized
an include file (as is common in Windows development.)
This lint job takes the list of header files from MinGW
(generated by cd mingw-w64/mingw-w64-headers &&
find . -name "*.h" | xargs -I bob -- basename bob | sort | uniq)
and will alert if they are in an #include statement but not
all-lowercase.

Bug 1442312 - Wait for addon reload to finish in tests. r=jdescottes
In about:debugging's browser_addon_reload.js test, we would request a reload
without waiting for it to reply. This led to the RDP connection closing before
the reply could be sent, triggering later errors.
For better test correctness, we now emit an event on reply and the test waits to
receive it before proceeding.
