Bug 1851625 - Re-enable video overlay without ZeroCopyNV12Texture with NVIDIA GPUs to release r=gfx-reviewers,lsalzman Bug 1818685 and Bug 1846165 added workarounds to disable video overlay when frame drop happens. With the workarounds, re-enable video overlay with NVIDIA GPUs. Differential Revision: https://phabricator.services.mozilla.com/D187471
